Professor Ghogomu Paul Mingo
Minister in Charge of Special Duties at the Presidency of the Republic

Professor Ghogomu Paul Mingo is a loyal servant of the Cameroonian State and a committed political actor whose engagement within the Cameroon People’s Democratic Movement (CPDM), particularly in Ngoketunjia Division, reflects a deep attachment to party ideals, grassroots mobilization, and unwavering support for the institutions of the Republic.
A devoted CPDM militant, Professor Mingo has consistently demonstrated steadfast loyalty to the party and its vision through sustained grassroots engagement and high-level political coordination in Ngoketunjia Division, where he serves as Head of the Permanent Delegation of the CPDM. In this strategic capacity, he provides political leadership, supervision, and guidance to party structures across the Division, ensuring coherence of action, internal discipline, and alignment with national party directives.
During successive presidential elections, he played a central role in strategic mobilization, coordination of party structures, political sensitization, and supervision of campaign activities throughout Ngoketunjia Division, working closely with traditional authorities, local elites, party militants, and administrative stakeholders. His leadership contributed to strengthening the CPDM’s grassroots presence, consolidating voter support, and reinforcing institutional stability in a politically sensitive area.
Widely regarded as a dependable resource personality within the CPDM, Professor Mingo is often called upon to provide mediation, strategic counsel, and political orientation, thereby reinforcing unity and effective political action among CPDM militants and sympathizers in Ngoketunjia Division.
His strong political commitment and profound sense of state loyalty naturally led to high-level responsibilities within the central administration. Since 2009, Professor Mingo has served as Minister, Director of the Cabinet of the Prime Minister’s Office, a position of trust that places him at the heart of government coordination, policy monitoring, and strategic advisory functions. He later assumed duties as Minister in Charge of Special Duties at the Presidency of the Republic, further underscoring the confidence reposed in him by the Head of State and the leadership of the CPDM. In these capacities, he is widely known for his discretion, institutional rigor, and firm defense of government action.
Notably, in the context of the 2016–2017 teachers’ and lawyers’ strike in the North West and South West Regions, Professor Ghogomu Paul Mingo was a member of the ad hoc committee set up by the Head of State, with particular involvement in Bamenda. Within this framework, he contributed to government consultations, dialogue facilitation, and the formulation of institutional responses, supporting efforts aimed at restoring dialogue, social calm, and the normal functioning of the education and judicial systems.
Alongside his political and administrative career, Professor Mingo is an accomplished academic of international standing. A Professor of Chemistry at the University of Yaoundé I, he has built a long and distinguished career in higher education, rising through the academic ranks from Assistant Lecturer to Full Professor. He has taught in several institutions in Cameroon and abroad, including ENSIC–INPL Nancy (France) and the University of Buea. He has produced twenty-four scientific publications in internationally recognized journals and supervised numerous postgraduate theses, including several PhD candidates.
Beyond politics and academia, he remains deeply engaged in socio-cultural and religious life. He serves as Deacon (Chairman) of the Etoug-Ebe Baptist Church in Yaoundé and is actively involved in community development initiatives, reflecting a leadership style anchored in service, humility, and social cohesion.
Through his unwavering loyalty to the CPDM, his leadership as Head of the Permanent Delegation of the CPDM in Ngoketunjia Division, his decisive role during presidential elections, his contribution to the resolution of the 2016–2017 teachers’ and lawyers’ strike, and his long-standing service to the State and academia, Professor Ghogomu Paul Mingo stands out as a disciplined party man, a trusted statesman, and a respected intellectual dedicated to the stability, development, and continuity of Cameroon.
