GECAM President Célestin Tawamba Appeals to Paul Biya for an Action-Oriented Government Reshuffle

 

The President of the Groupement des Entreprises du Cameroun (GECAM), Célestin Tawamba, has addressed an open appeal to President Paul Biya, calling for the formation of a streamlined and action-oriented government capable of restoring confidence and accelerating national development.

The appeal comes weeks after President Biya, in his end-of-year address to the nation on December 31, 2025, announced an imminent cabinet reshuffle. While acknowledging the presidential announcement, GECAM notes that the reshuffle is still awaited and stresses the urgency of putting in place a government that can respond effectively to Cameroon’s economic and social challenges.

In the document, Tawamba emphasizes that although the constitutional prerogative to appoint members of government rests solely with the Head of State, the true measure of success lies in the ability of the new team to produce tangible results. According to GECAM, Cameroon needs a government driven by efficiency, accountability, and a clear commitment to action.

The business leaders’ organization reiterates proposals it previously submitted in August 2025, alongside new recommendations aimed at improving the business climate, strengthening investor confidence, and promoting inclusive economic growth. These measures, GECAM argues, are essential for stimulating private sector activity and creating sustainable employment opportunities.

Tawamba is careful to frame the appeal not as a political intervention, but as a constructive contribution from the private sector to national development. He insists that the private sector stands ready to collaborate with public authorities in the implementation of reforms that can drive economic recovery and institutional credibility.

Among the key points of the appeal is a call for what GECAM describes as a “government of rupture” — a government that breaks with inertia, inefficiency, and routine governance practices, and instead embraces decisive action and innovation. The organization also calls for a more focused cabinet structure, capable of responding swiftly to national priorities.

Furthermore, the appeal highlights the importance of restoring confidence among citizens, investors, and international partners. According to GECAM, trust in public institutions is a vital foundation for economic growth, social stability, and sustainable development.

By this open appeal, Célestin Tawamba and GECAM reaffirm the private sector’s willingness to serve as a partner in Cameroon’s development process, urging authorities to seize the moment and establish a government that is both credible and results-driven.
