Special Parliamentary Commission Begins Review of Controversial Constitutional Reform Bill

 Cameroon’s Parliament has moved forward with the examination of a proposed constitutional amendment, as a 30-member Special Commission of the Parliamentary Congress was officially constituted to scrutinise the draft law seeking to modify key provisions of the 1972 Constitution.
Meeting at the National Assembly complex, often referred to as the “Paul Biya Glass House”, the commission was established during a plenary session presided over by the President of the Congress, Rt. Hon. Datouo Theodore. The body is composed equally of 15 Members of Parliament and 15 Senators, reflecting the parity principle between both chambers as provided under Article 11 of the Standing Orders of the Congress of Parliament.
Shortly after their designation, members convened in the committee room of Speaker Cavaye Yeguie Djibril to organise their working bureau. Proceedings were chaired by the eldest member of the commission, Senator Regina Mundi Elisabeth.
Hon. Etong Hilarion was elected President of the bureau, assisted by Senator Etame Massoma David Siegfried as Vice-President. Senator Ekoko Mukete and Hon. Cabral Libii were appointed Secretaries, while Hon. Ghimbop Josephine Simo assumed the role of Rapporteur.
The draft legislation, which proposes amendments to the Constitution of 2 June 1972 — previously revised in 1996 and 2008 — was presented and defended before the commission by the Minister of State, Minister of Justice and Keeper of the Seals, Laurent Esso.
After deliberations described as detailed and technical, the Special Commission adopted its report on Friday, 3 April 2026. The text will now proceed to plenary debate before the full Congress, scheduled for Saturday, 4 April 2026 at 10 a.m.
The proposed constitutional changes continue to attract attention within political and legal circles, as observers weigh their potential implications for institutional balance and democratic governance in Cameroon.
